The President of the United States is required, by United States Code 22 Section 1732 to use such means, not amounting to acts of war and not otherwise prohibited by law, as he may think necessary and proper to obtain or effectuate the release of a U.S. citizen wrongfully incarcerated by a foreign government.
This legal requirement had been brought to the attention of President Clinton in a June 1999 letter signed by 176 members of the House of Representatives, as well as through continual letters, phone calls, faxes, and e-mail from concerned citizens.
President Obama relies on the Department of State to monitor Lori's condition and explore options in her case.
